Position Summary

The Director of Operations works closely with the Service Line Director (SLD) and serves as their designee. In conjunction with the SLD, the Director of Operations oversees major quality and functional systems throughout the agency and participates in the development of policies and procedures governing the agency. The Director of Operations exercises independent judgment within a broad framework of rules, regulations, and policies to assure that RHD meets all standards and regulatory requirements. A commitment to the RHD values should be demonstrated as job duties are performed.



Essential Duties and Functions

Provides training to all supervisees.

Provides system/ documentation training to managers.

Submits yearly documentation to the State for the renewal of program ODP licenses.

Provides regular feedback to direct reports on documentation expectations.

Provides training to managers on documentation systems.

Review's documentation related to all aspects of program functioning ensuring the agency meets the regulatory requirements and expectations of funders.

Oversees the PA IDD Medicaid Enrollment and revalidation process system, including homes, provider types and specialties. Review service authorization and troubleshooting the inability to bill as a result of authorization problems.

Working with RHD Billing Team, Fiscal Manager, and Program Leadership, as well as SCOs and AEs in resolving billing and authorization issues as they relate to individuals' plan changes.

Support processes related to service qualification, revalidation of services, and other HCSIS-related activities Provide RHD values-based supervision of others as assigned to include all direct reports.

Develop and maintain relationships with ODP and AE partners Oversee and implement new ODP mandated initiatives to include the Health Risk Screening Tool (HRST) project, including supporting program implementation, compliance, and reporting.

Support the Program Specialist role across PA's IDD programs to ensure regulatory compliance, standardization, and best-practices regarding ISP development/updates, SIS Process, Monthly/Quarterly documentation, Progress/Service Note templates, Health Review Screening Tool, Annual Assessments, and other ODP-mandates.

Partner with Incident Management team and Program/Regional Leadership to conduct routine analyses of incident data, POCs, and restrictive procedures.

Collaborate with Outcomes Team to develop and maintain the necessary systems, processes, and tools to support the collection and sharing of information re: outcome and key performance indicators generated by the programs.

Manage the submission of plans of corrections, including the development and maintenance of statewide database that tracks the impact of and compliance with each POC.

Direct licensing preparation activities in various Pennsylvania Regions. This effort includes program support, standardization of process, and coordinated review/exit interview Participates in and contributes to Divisional and Corporate discussion.

Participate in standing committees: Applicant Review Committee (ARC), Human Rights Team (HRT), Regional and corporate teams. Participate in external and internal advocacy initiatives.

Participate in external conference and professional opportunities to include-ODP, PAR, RCPA, etc.

Development/maintenance of Standard Operating Procedures/Procedure Manual for PA IDD Service Line Expand Operational Oversight and Implementation to all of RHD IDD Service

Works closely with Chief Program Office for IDD



Qualifications

* Master's Degree in a Human Services field preferred or equivalent education and experience.

* 6 years of experience with programs designed to support individuals with intellectual developmental disabilities, mental illness, addictive disorders, or other life challenges; some clinical experience preferred

* Plus 3 years of experience as a manager or program director working in a human service field

* Excellent communication, written and time management skills

* Current and valid driver's license with ability to travel to programs and the Corporate Office as needed.

* Criminal record clearances, as dictated by the assigned programs

- Knowledge of IDD services, preferably within Pennsylvania

Lifting Requirements

  • Light: exerting up to 20 pounds of force frequently, and/or negligible amount of force constantly to move objects. The use of arm and/or leg control requires force greater than sedentary, but worker still sits majority of time.
