VP, Nursing Operations & Corporate Quality
POSITION SUMMARY: The Vice President of Nursing Operations and Corporate Quality drives the operation and results for enterprise-wide Health Services and quality initiatives. The leader ensures Elwyn delivers exceptional healthcare to the individuals we serve, in support of them, their families and advocates, and our employees so that they can care for our customers.
This key leader is responsible for setting the direction for Nursing Operations across the enterprise to enable our Elwyn Core Values to come alive and our mission to be permanently sustained. Elwyn aspires to be the most relevant and effective human services provider in the nation. The Vice President of Nursing Operations and Corporate Quality has the following responsibilities: performing oversight of the programmatic policies and practices of Elwyn's Healthcare Services and Corporate Quality Departments; operating the business of both departments in a sustainable, efficient, and highly excellent manner, including service growth and development; providing ethical and effective leadership to the directors, supervisors, and practitioners within both departments and to successfully manage the services within the legal and regulatory climate in which Elwyn operates.
DUTIES AND RESPONSIBILITIES:
  • Lead a national organization in providing integrated, effective, and exceptional individualized nursing care that reflects the rapidly changing health care environment and human services space
  • Develop and implement the nursing operations and corporate quality department's operating plan and mission, strategic plans, patient care programs, budgets, resource allocations, operational plans, and policies in an integrated manner with other members of the organization (e.g., senior leadership), including leaders from the governing body, management, medical, nursing, and other clinical staffs across the continuum
  • Develop, communicate, and execute a strategy supporting a robust staffing plan, standards of nursing care and services that meet the care delivery needs of the organization
  • Maintain an effective working relationship with the Elwyn's Board Quality Committee, providing updates on quality metrics, strategic plans, resource allocations, operational plans, and policies in accordance with Elwyn's Core Values
  • Partner with Information Technology Services to co-lead projects related to improving nursing / medical care through data collection and analysis while advancing the electronic health record for residential clients
  • Use data and analytics to make informed decisions on nursing and medical care
  • Manage the relationships and work effectively with external partners (e.g., pharmacy providers, program regulators), independent contractors providing medical care on-site, and the outside medical community (e.g., regional and local healthcare systems) to provide and/or develop nursing and medical services across the care continuum
  • Along with Nursing Directors, determine the types and numbers of staff necessary to provide nursing care for all individuals supported while always maintaining standards of nursing practice
  • Manage the annual nursing and corporate quality budgets for those departments under direct supervision; monitor for compliance with budget allocations and manage strategies identified as necessary to ensure compliance
  • Develop and implement the necessary nursing / medical training programs, corporate quality and competency assessments to ensure appropriate staff knowledge, skills, and abilities are in place; monitor for effectiveness. Such programs include, but are not limited to, orientation, continuing education, quality assessment and quality improvement programs
  • Ensure compliance with applicable laws and regulations related to nursing services and healthcare, including but not limited to, nursing licensure, nursing scope of practice, and evidenced based nursing practice; define, evaluate, and ever-improve nursing quality of care and standards of service
  • Oversee the Executive Directors, Corporate Quality, and their team members as they provide direction to the programs they support, ensuring that quality standards and best practices are implemented for program compliance
  • Develop, approve, and implement all nursing and corporate quality policies and procedures, aiming to provide standardization, uniformity, and organization throughout Elwyn
  • In coordination with the Executive Directors of Quality Improvement (QI), operational leadership, and Risk Management, as applicable, review cases identified through the incident reporting process to ensure development of appropriate corrective action plans and implementation of plans are completed in compliance with Elywn policies, all applicable regulations, and/or contractual payor obligations
  • Foster, nurture, and monitor a work environment for nursing and corporate quality staff that has positive impact on recruitment and retention of qualified staff
  • Maintain effective communication with team members by scheduling weekly and monthly individual and departmental meetings, addressing any performance issues or other concerns immediately for resolution
  • Lead the emergency infection control response for the organization by keeping fully informed with national and regional guidance (as provided by Centers for Diseases Control and Prevention, Center for Medicare Services, and federal and state Departments of Health and Departments of Human Services), ensuring that such guidance is formulated into policy and followed by the organization
  • Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
  • Work with, understand, and comply with terms and conditions of collective bargaining agreements (CBA) within a unionized environment
  • Perform other duties as assigned

DIRECT REPORTS: Executive Director of Nursing, Infection Preventionist; Executive Directors of Corporate Quality supporting Intellectual and Developmental Disabilities (IDD), Adult Behavioral Health Services (ABH) and Children's Services (CS); Administrative Assistant for Health Services
CONTACTS: Customers and their families and advocates; Elwyn executive management team; Board of Directors; Elwyn employees; physicians and other healthcare providers; industry association members and representatives; community members; community leaders and business executives; community provider representatives; vendors; consultants; legislators; bargaining unit leaders and business agents; attorneys; and contacts/representatives at governmental agencies, payers, and funding agencies
EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
  • Graduate of an accredited school of nursing with a Master of Science in Nursing (MSN) or Advanced Practice Nursing (APN) and licensure or eligibility within three (3) months of employment for licensure as a Registered Nurse in any state Elwyn provides services, OR graduate of an accredited school of medicine with an M.D. or D.O., and licensure or eligibility within three (3) months of employment for licensure as a Medical Doctor in any state in which Elwyn provides services
  • Ten (10) years of increasing responsibility in clinical care and clinical leadership
  • Ten (10) years of successful and proven experience in a similarly-sized organization with progressive management experience up to a corporate level and with Board level experience; demonstrated strong, well-balanced leadership skills
  • Ten (10) years of operational experience in inpatient/outpatient healthcare, human services, behavioral health, Intellectual/Development Disability (IDD) services, and/or early intervention/education
  • Demonstrated work experience in increasing responsibility for Quality Improvement/Quality Assurance oversight up to an enterprise level
  • Strong analytical and quantitative skills; ability to work with leadership to define key questions and develop strong metrics for evaluation
  • Ability to analyze and solve problems at their root, stepping back to understand the broader context
    Familiarity with process improvement practices such as Six Sigma and/or Kaizen process reviews preferred
  • Experience in working with individuals with intellectual / developmental disabilities preferred
  • Experience in working with individuals with behavioral health needs desired
  • Experience in working in human services field preferred
  • Non-profit human service experience preferred
  • Affiliations with service and industry associations
  • Experience in multiple health delivery settings with line responsibility for inpatient and ambulatory nursing
  • Demonstrated experience in developing and managing annual budgets in coordination with corporate finance group and in developing appropriate analytics
  • Demonstrated ability to lead multidisciplinary educational and practice initiatives in practice environments
  • Ability to assess clinical, operational and educational needs of patients and nursing staff
  • Ability to recommend and coordinate improvement opportunities across multiple constituencies
  • Demonstrated change management experience, having effectively guided organizations through large-scale change such as a merger, acquisition, culture transformation or major leadership transition
  • Demonstrated experience in strategic planning and implementation; ability to lead the strategic planning process is a strong plus
  • Extensive knowledge and application of nursing and patient care regulations; nursing practice, healthcare trends, technological changes, processes, and standards of care
  • Ability to navigate within a complex, fast-paced environment with multiple projects and priorities
  • Demonstrated ability to engage others and drive organizational and cultural change
  • Ability to analyze, assess and articulate effective decisions; demonstrates support for and model teamwork as both leader and member
  • Demonstrated track record to build, motivate and lead a team with diverse points of view that feel respected and feel they have contributed fully to results
  • Known for setting and achieving aggressive goals and holding others accountable for doing the same
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, and Outlook; experience with PowerPoint preferred
  • Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Highly visible leader with an approachable, personable, and optimistic demeanor
    Previous experience working within and managing a unionized workforce preferred
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must have current, valid driver's license in state of residence, three (3) years driving experience, and acceptable driving record
